Union for the Co-ordination of Transmission of Electricity - UCTE Europe
final Report from the Inquiry into the Europe-wide electricity blackout on 4th November,2006 which affected 15 million European households (downloadable 85 page .PDF document 2.72MB - web link)
Many thanks to D.V. for the above web link and comment of....
"The final (updated) UCTE report on the European blackout was released
yesterday. After a quick scan, it looks even more damning of wind power, than
the original.
"These are examples of insufficient TSO control over the generation
behavior. The TSO control usually applies to generation connected to the
transmission grid since traditionally the generation connected to the
distribution grids has not had a significant impact on the power system
as a whole. However, the recent rapid development of dispersed
generation, mainly wind farms, has changed the situation dramatically.
The wind generation in some areas significantly influences the operation
of the power
system due to its high share in the generation and intermittent behavior
dependent on weather conditions. The negative role of wind generation
performance on November 4 was evident. Due to uncontrolled behavior of
wind generation it was not possible to maintain a sufficient power
exchange balance in some German control areas (VE-T, East part of E.ON
Netz) after split. Fortunately, these control areas were connected to
control areas of Poland and the Czech Republic where the absorption of
the
"unintentional" wind generation was possible by decrease of the power
output of thermal generation (however creating additional critical
network problems).
It pretty much sums up what 'informed' observers have been saying for
quite some time."

Many thanks to D. J.E. for the comment of....
"This information should be spread widely through the press - not just local papers. The wind industry represents us as NIMBY's worried about nothing but scenery ("What is wrong with that - I'd like to know?") - but it just is not so. The real worry is security of supply and the astronomical cost, economic and environmental, of protecting it, if the renewables madness continues."

FWI Editor's statement (article + Discussion Forum Threads - web link) 01/02/07
Many thanks to D.J.E. for the above web link and the following comment of .....
" Folks,
The Farmers weekly poll stands at
(60%) - 468 'for' wind turbines on farms and
(40%) - 306 'against'
Hardly a huge number of participants - but then it doesn't need many farmers, owning large areas of land, to provide a substantial number of wind development sites.
Voting might be strategically advantageous.
Farmers benefit enormously from having wind turbines - no mistake - one wrote in a local newspaper in Wales that "I would have thrown in the towel without the windmills".
We have to persuade farmers that the decision is one which has enormous spin-off for their neighbours and the population at large - both in landscape and security of supply terms.
The various forum sites on windpower have previously been filled with a depressing amount of ad hominem exchange and not too much sensible debate. Ann West's article, representing CG together with a pro-wind article are part of a FWI editorial attempt to restart sensible debate.
Time is limited, as the FWI editor says of the new windpower forum: "Your input is crucial because next week we will publish some of the views and present the results of the poll in a follow up piece - The Big Debate: Verdict."
Please - write directly to the magazine as well, to influence that group of farmers, maybe the majority, who have no time to wade through a morasse of information and misinformation on web-site forums."
